Abstract

The system of checks and balances is a key element of constitutionalism, ensuring the separation of powers and mutual control among the branches of government. The Constitution of the Republic of Estonia, adopted in 1992, laid the foundation for democratic governance by establishing the principle of the division of power into the legislative, executive, and judicial branches. Within this system, each branch possesses mechanisms of influence and restraint over the others, which ensures political stability, the rule of law, and democratic balance [3].
